Eating Steamed Vegetables With Your Hands?

Please settle a dispute. While at lunch, a friend of mine had broiled salmon, french fries and steamed vegetables. While eating he used the fork and knife on the salmon but he picked up his broccoli spear and proceeded to tear it into a bite size piece. He claimed that this was perfectly acceptable since he had french fries, which were a finger food, on the same plate as the steamed vegetables, and therefore he could eat the vegetables in the same manner. Is this proper food etiquette?

    Formally, neither streamed vegetables nor the fries are finger food. In a more casual setting eating fries with your fingers is acceptable, but you should still use a knife and fork for the broccoli
